CADF

The Cycling Anti-Doping Foundation (CADF) is a non-profit Foundation under Swiss law whose role is to manage, as described hereunder, the anti-doping program of the Union Cycliste Internationale (UCI) for all riders of all disciplines. The CADF activities are conducted in compliance with the UCI Anti-Doping Rules and the World Anti-Doping Code. CADF main responsibilities are to:

  • Define and implement the doping control strategy on behalf of UCI;
  • Conduct a comprehensive in and out-of-competition testing program to detect prohibited substances and methods;
  • Manage investigations and intelligence-gathering in cycling;
  • Define and implement long-term sample storage and re-analysis strategies.

Description

Job purpose

The Intelligence Analyst works under the supervision of the Manager, Intelligence & Investigations (I&I), to run and develop Investigation activities. The Intelligence Analyst will also actively support and assist the CADF I&I team in gathering information and producing intelligence.

He/she will be responsible for:

  • Running, maintaining and improving the IBM i2 Intelligence Analysis Platform and maintaining, implementing or/and developing other intelligence or data analysis software tools;
  • Developing additional practices for the collection, structure, assessment, storage and processing of information, and dissemination of intelligence;
  • Detecting doping wrongdoings through the analysis of open- and closed-source information and human intelligence;
  • Providing intelligence reports and data analytics on potential or identified doping patterns and risk factors or situations;
  • Contributing to operational and strategic decision-making on intelligence received or produced.

Key tasks

  • Work closely with the Manager and Investigator and other CADF staff and assist with the day to day management of intelligence operations;
  • Run, maintain and improve the IBM i2 Intelligence Analysis Platform and other intelligence software tools used by the CADF such as Tableau Software and increase technical intelligence capacities;
  • Develop additional practices for the collection, structure, assessment, storage and processing of information to produce and disseminate intelligence that ensures CADF promotes the highest standards in delivering drug-free sport;
  • Analyse open-source information, closed-source anti-doping data and human intelligence from confidential informants to identify doping wrongdoings or highlight potential doping wrongdoings, to provide the Investigator and Manager with investigative leads and assist with the collection of evidence, and to deliver contextual information to the CADF and the UCI’s Legal Anti-Doping Services;
  • Run comprehensive background searches and assist with the conduct of interviews of persons of interest;
  • Assist the Manager with CADF’s Whistleblowing program upon request;
  • Support the Manager and Investigator in establishing and maintaining relationships with Anti-Doping Organisations, National and International Law Enforcement (i.e. Interpol and Europol) and Customs Agencies;

  • Collaborate with the Manager and Investigator in increasing the cooperation with WADA’s Anti-Doping Intelligence and Investigations Network (ADIIN), WADA’s Intelligence Working Group (IWG), other key stakeholders and third-party intelligence service providers to improve Intelligence & Investigation capacities;
  • Support the Manager on operational and strategic decision-making based on intelligence produced or/and received;
  • Develop/improve knowledge of and remain up to date with all disciplines of cycling, with doping and anti-doping practices;
  • Prepare presentations and/or special reports and undertake any other work at the request of the Manager.

Requirements

Qualifications/Experience

  • BS degree in forensic science, criminal law, criminology, data analysis, or relevant field
  • Extensive experience in data analysis and intelligence processes (minimum 5 years)
  • Strong analytical skills and intelligence logic;
  • Sound knowledge of the IBM i2 Intelligence Analysis Platform;
  • IT skills an asset;
  • Strong communication skills, both for written reports and for oral presentations
  • Fluent in English
  • Proficient or fluent in French and any other language a strong asset
  • Possesses the highest levels of integrity, ethics and confidentiality
  • Able to work quickly, accurately and autonomously in a structured and organized manner
  • Knowledge of the sport of cycling and anti-doping an asset

We offer

Additional information

Working hours are 40 hours a week although flexibility is required in order to ensure core objectives are achieved. Occasional out-of-hours work, and some travel may be required.
