The recommendations in the latest US Nuclear Posture Review , an intragency document, emphasize the production (and possible) use of smaller nuclear weapons. This shows that US Nuclear policy is not written by the White House, but by the departments of Defense and Energy (and to a lesser extent the State Department). According to Professor Sauer, these departements have their own interests in promoting this weaponry, which begs the question if it is in the economic and strategic interest of the US allies to satisfy parochial needs for the nuclear military-industrial complex in the United States?
